limitation du nombre d\u0026#x2019;amendements afin d\u0026#x2019;assurer le bon d\u0026#x00E9;roulement du d\u0026#x00E9;bat budg\u0026#x00E9;taire, l\u0026#x2019;objet de cet amendement est de r\u0026#x00E9;duire symboliquement les d\u0026#x00E9;penses de conseils du programme n\u0026#x00B0; 349, pour justifier la n\u0026#x00E9;cessit\u0026#x00E9; de leur diminution et mettre en avant les \u0026#x00E9;conomies qu\u0026#x2019;elles permettraient de r\u0026#x00E9;aliser \u0026#x2014; soit pr\u0026#x00E8;s de 47 millions d\u0026#x2019;euros sur l\u0026#x2019;ensemble des\u0026nbsp;80 programmes concern\u0026#x00E9;s.\u003C\/p\u003E\u003Cp style=\u0022text-align: justify;\u0022\u003ELe recours aux cabinets de conseil par l\u0026#x2019;\u0026#x00C9;tat n\u0026#x2019;a que trop rarement d\u0026#x00E9;montr\u0026#x00E9; une r\u0026#x00E9;elle valeur ajout\u0026#x00E9;e. Malgr\u0026#x00E9; la multiplication des missions confi\u0026#x00E9;es \u0026#x00E0; ces prestataires ext\u0026#x00E9;rieurs, la corr\u0026#x00E9;lation de leur action avec des r\u0026#x00E9;sultats concrets demeure faible, voire inexistante. Pire, dans de nombreux cas, ces interventions font doublon avec les emplois des minist\u0026#x00E8;res et des administrations centrales, entra\u0026#x00EE;nant ainsi une d\u0026#x00E9;pense redondante difficilement justifiable.\u003C\/p\u003E\u003Cp style=\u0022text-align: justify;\u0022\u003EDans un contexte de tensions sur les finances publiques, de ralentissement \u0026#x00E9;conomique et de contraintes budg\u0026#x00E9;taires, ce co\u0026#x00FB;t repr\u0026#x00E9;sente un luxe que l\u0026#x2019;\u0026#x00C9;tat ne peut plus se permettre.\u003C\/p\u003E\u003Cp style=\u0022text-align: justify;\u0022\u003EL\u0026#x2019;objet du pr\u0026#x00E9;sent amendement n\u0026#x2019;est pas d\u0026#x2019;interdire tout recours \u0026#x00E0; l\u0026#x2019;expertise ext\u0026#x00E9;rieure\u0026nbsp;: certaines prestations demeurent n\u0026#x00E9;cessaires, notamment dans les domaines \u0026#x00E0; forte technicit\u0026#x00E9; tels que la cybers\u0026#x00E9;curit\u0026#x00E9;, la transformation num\u0026#x00E9;rique, le conseil juridique et fiscal, ou encore la gestion de projets \u0026#x00E0; haute valeur ajout\u0026#x00E9;e.\u003C\/p\u003E\u003Cp style=\u0022text-align: justify;\u0022\u003ELes r\u0026#x00E9;ductions propos\u0026#x00E9;es ci-dessous sont calcul\u0026#x00E9;es \u0026#x00E0; partir des donn\u0026#x00E9;es issues des \u0026#x00AB;\u0026nbsp;Jaunes budg\u0026#x00E9;taires\u0026nbsp;\u0026#x00BB; de l\u0026#x2019;ann\u0026#x00E9;e en cours. Pour chaque programme et minist\u0026#x00E8;re, une part en pourcentage a \u0026#x00E9;t\u0026#x00E9; d\u0026#x00E9;termin\u0026#x00E9;e en fonction de la proportion des missions jug\u0026#x00E9;es redondantes, sur la base de l\u0026#x2019;examen des contrats pass\u0026#x00E9;s en 2024 figurant dans ces documents.\u003C\/p\u003E\u003Cp style=\u0022text-align: justify;\u0022\u003EIl s\u0026#x2019;agit donc d\u0026#x2019;un ajustement budg\u0026#x00E9;taire mesur\u0026#x00E9;, visant \u0026#x00E0; r\u0026#x00E9;duire partiellement les autorisations d\u0026#x2019;engagement (AE) et les cr\u0026#x00E9;dits de paiement (CP) relatifs aux prestations de conseil, afin d\u0026#x2019;encourager un recentrage sur les comp\u0026#x00E9;tences internes de l\u0026#x2019;\u0026#x00C9;tat, un meilleur contr\u0026#x00F4;le des d\u0026#x00E9;penses et une responsabilisation accrue des administrations dans la conduite de leurs politiques publiques.\u003C\/p\u003E\u003Cp style=\u0022text-align: justify;\u0022\u003EDe fait, le pr\u0026#x00E9;sent amendement appelle symboliquement le Gouvernement \u0026#x00E0;
