Ce m\u0026#x00E9;canisme d\u0026#x2019;autonomie financi\u0026#x00E8;re, pens\u0026#x00E9; pour s\u0026#x00E9;curiser des politiques publiques, a fini par affaiblir la ma\u0026#x00EE;trise parlementaire sur la d\u0026#x00E9;pense et brouiller le principe d\u0026#x2019;universalit\u0026#x00E9; budg\u0026#x00E9;taire. En 2026, divers op\u0026#x00E9;rateurs et organismes recevront pr\u0026#x00E8;s de 56,9 milliards d\u0026#x2019;euros pour financer leurs missions, soit environ 10\u0026nbsp;% des d\u0026#x00E9;penses de l\u0026#x2019;\u0026#x00C9;tat.\u003C\/p\u003E\u003Cp style=\u0022text-align: justify;\u0022\u003EOr,\u003Cb\u003E le dynamisme de ces recettes n\u0026#x2019;est pas toujours corr\u0026#x00E9;l\u0026#x00E9; \u0026#x00E0; l\u0026#x2019;\u0026#x00E9;volution des besoins des organismes b\u0026#x00E9;n\u0026#x00E9;ficiaires\u003C\/b\u003E. Certains voient leurs ressources cro\u0026#x00EE;tre m\u0026#x00E9;caniquement sans lien avec leur activit\u0026#x00E9; r\u0026#x00E9;elle, ni l\u0026#x2019;efficacit\u0026#x00E9; de leur action, tandis que d\u0026#x2019;autres continuent de solliciter des cr\u0026#x00E9;dits budg\u0026#x00E9;taires compl\u0026#x00E9;mentaires. Cela contribue fortement \u0026#x00E0; la d\u0026#x00E9;rive de nos finances publiques et nuit \u0026#x00E0; l\u0026#x2019;efficacit\u0026#x00E9; de la d\u0026#x00E9;pense publique. Alors que la d\u0026#x00E9;pense publique devrait augmenter de 1,7\u0026nbsp;% en valeur en 2026 par rapport \u0026#x00E0; 2025, le montant des taxes affect\u0026#x00E9;es \u0026#x00E0; des tiers progressera de pr\u0026#x00E8;s de 10\u0026nbsp;% sur la m\u0026#x00EA;me p\u0026#x00E9;riode.\u003C\/p\u003E\u003Cp style=\u0022text-align: justify;\u0022\u003ELe pr\u0026#x00E9;sent amendement \u003Cb\u003Epropose donc de geler, pour l\u0026#x2019;exercice \u0026#x00E0; venir, le montant des taxes affect\u0026#x00E9;es \u0026#x00E0; des tiers, afin de stopper la d\u0026#x00E9;rive m\u0026#x00E9;canique de ces recettes et d\u0026#x2019;inciter les organismes concern\u0026#x00E9;s \u0026#x00E0; une meilleure gestion de leurs moyens existants.\u003C\/b\u003E\u003C\/p\u003E\u003Cp style=\u0022text-align: justify;\u0022\u003E\u003Cb\u003ELe pr\u0026#x00E9;sent amendement concerne les op\u0026#x00E9;rateurs et organismes divers b\u0026#x00E9;n\u0026#x00E9;ficiant d\u0026#x2019;une taxe affect\u0026#x00E9;e non plafonn\u0026#x00E9;e\u003C\/b\u003E. Il soumet l\u0026#x2019;ensemble de ces affectations \u0026#x00E0; un plafond fix\u0026#x00E9; pour 2026 au niveau du rendement 2025.
