Conference of Assembly Presidents (8-10 September 2011)

Since 2002 a conference of presidents of the lower chambers of the G8 has been held on an annual basis and organised by the state holding the G8 presidency. After a preparatory gathering in Rome in 2001, upon the initiative of the President of the Italian Chamber of Deputies, the first meeting was held in 2002, in Ottawa, at the invitation of the Speaker of the Canadian House of Commons.

In the context of the French presidency of the G8-G20, Mr Bernard Accoyer, President of the French National Assembly, welcomes his counterparts for the conference of Assembly Presidents from Thursday, September 8, to Saturday, September 10, 2011.

This is the second time the conference is hosted by the French National Assembly. The first meeting was held in Paris on September 8-10, 2003.

Mr Bernard Accoyer wishes to provide the 2011 conference with a special dimension by opening it up to large emerging countries which are not member countries of the G8.

The following countries have been invited :

  • Republic of South Africa
  • Federal Republic of Germany
  • Federative Republic of Brazil
  • Canada
  • United States of America
  • Italian Republic
  • Japan
  • United Kingdom of Great Britain and Northern Ireland
  • Federation of Russia
  • European Union (European Parliament)

During the conference it is customary not to deal with questions concerning international current affairs but to tackle topics linked to the role of Parliaments. This year, the working sessions will be given over to:

The first working session is held on Friday morning, September 9. The second one takes place on Saturday morning, September 10. For each of them, a rapporteur introduces the topic for 15 to 20 minutes. This introductory presentation is followed by a debate in which every speaker has the opportunity to address his or her counterparts and to ask questions.

The Speaker of the House of Commons of the United Kingdom of Great Britain and Northern Ireland is the rapporteur of the first working session, held on September 9 on the following topic: "Legislative procedures and contemporary challenges: exchange of experiences".

The President of the Chamber of Deputies of the Federative Republic of Brazil is the rapporteur of the second working session, held on September 10 on the following topic : "Energies of the future: the role of Parliaments".

The conference is not open to the press and no official report is issued at the end of it. The working sessions is not concluded with any vote or official statement.
